Zion - State Route 9 Transportation Study

Zion - State Route 9 is a corridor that generally runs from the I-15 junction near Washington City in the west to Mount Carmel Junction in the east, although the section through Zion National Park is a separately-managed Federal Highway. It connects numerous communities along its route, including Hurricane, La Verkin, Virgin, Rockville, and Springdale.

A major trip generator on the corridor is Zion National Park (ZNP), which hosted nearly 4.6 million annual visitors in 2023. Planned development on the east side of ZNP, including the new Discovery Center as well as a desire to better connect the region have necessitated this study.

This Zion – State Route 9 Transportation Study is looking at potential transit options along this corridor.

About this Project

The Zion - State Route 9 Transportation Study aims to improve access throughout the region via the State Route 9 corridor for visitors, residents, and employees alike.

This study will examine State Route 9 from St. George in the west to the Zion National Park Discovery Center and points further east. The goal of this study will be to develop potential shuttle concepts that improve connectivity along this corridor. The benefits of a new shuttle service can include:

  • Reducing traffic, traffic congestion, and circling for parking in the park and Springdale

  • Providing access for underserved populations of visitors and residents who may not have a car or prefer not to drive

  • Supporting economic growth by providing a connection to jobs  throughout the region

Project Timeline

Spring 2024

ā€‹

  • Data collection and review of current conditions throughout the region

  • Regional mobility market analysis to quantify the anticipated demand for shuttle services along the corridor, along with where potential users are coming from and going to

Summer 2024

ā€‹

  • Develop initial shuttle route options that reflect the findings from our initial analysis

Fall 2024

ā€‹

  • Finalize recommendations for shuttle routes and stops based on engagement from key project stakeholders

  • Develop an implementation plan along with vehicle requirements, cost estimates, and action items to complete prior to service launch
